Does this have anything to do with UKOK?

Only a little. UKOK was a slogan thought up to win back foreign tourists distressed by the thought of boarding a plane and catching foot and mouth. Travel England is an altogether different (and far more useful) site. It aspires to be a portal where you can find every attraction, event and decent place to stay in England.

And does it succeed?

It does a surprisingly good job. This is an unassuming site with some wincingly bad prose ('England is a happening place'), but it is an excellent source of bed and breakfast addresses, camp and caravan sites, farms, hostels, self-catering cottages and all the other experiences that make English tourism so distinctive. Even the dubious rebranding of England - a lion rampant over two sets of squiggles, one bearing a passing resemblance to a rose - is kept to a minimum.

Is every bed in England listed here?

No - only the places approved by the AA, RAC or English Tourism Council. Some can be booked online.

Do they tend to be expensive?

No - and that's the best thing about this site: you can stipulate whether you want to spend '£24.99 and below' (a very British touch) or a bit more. Even bearing in mind that the price is per person, not per room, this still makes it a compulsory stop for those unable to find a B&B or a room in London for less than £80. As for the rest of the site, the 'Attractions' section works best. Type in the name of the place you're visiting and Travel England will come up with a list of things to see - some of them, it must be admitted, more exciting than others.
