The Americas

Hawaii is a popular snorkelling spot, especially Kauai. There's an excellent page on snorkelling in Florida at ecofloridamag.com. Some US marine parks permit snorkelling npca.org/marine_and_coastal/coral_reefs/snorkeling.asp.
